Abstract: The USAID through FFA provided US $60,000 (about WST $140,879) under the Economic Development of the US Fisheries Treaty to assist building 17 alia fishing boats. The price of an alia fishing boat was $13,700 in 1989 when the assistance was requested. When the project started the price of each fishing boat increased from $13,700 to $22,000. Government had to meet the substantial cost increase.

Abstract: Many subsistence fishers in tropical regions live in discrete communities, which have a high level of marine awareness and some degree of control of adjacent waters. These factors provide an ideal basis on which to motivate communities to manage their own marine resources. A fisheries extension programme in Samoa encouraged each village community to define its key problems, discuss causes, propose solutions and take appropriate actions. Various village groups, including women’s and untitled men’s groups, provided information which was recorded (as problem/solution trees) on portable whiteboards. The extension process culminated in a community-owned Fisheries Management Plan, which listed the resource management and conservation undertakings of the community. Undertakings ranged from enforcing laws banning destructive fishing methods to protecting critical marine habitats. Of the first three years, the extension process commenced in 65 villages, of which 64 produced Village Fisheries Management Plans so far. A large number (54) of these villages chose to establish community-owned Marine Protected Areas.

Abstract: This study examined the acceptability of the NIle tilapia as a food fish by having the public evaluating its taste against those of other fish cooked in the same way. Nile tilapia were cooked in three different methods, boiled in coconut cream, baked in the Samoan "umu"and smoked. The first two methods are common ways of cooking fish in Western Samoa. For comparison, bottom fish were also cooked in the Samoan "umu". In addition, skipjack and bottomfish were also smoked the same way Nile tilapia was smoked. No other fish, except tilapia was cooked in coconut cream but tasters were asked to compare its taste with other fish, such as reef fish. The results for tilapia cooked in coconut cream indicated that 62 per cent of the respondents preferred Nile tilapia over other fish while the other 38 per cent rated tilapia to be the same as other fish...

The establishment of the Community Based Fisheries Management Program(CBFMP) is a means to manage and enhance the coastal areas of villages Hence, in 2000 Foailalo became a member under this program but was later on inactive. However, its currently active once more as of this year.
